Статья посвящена исследованию государственной доктрины Османской империи в конце XIX в. Султан Абдул Хамид II, пришедший к власти в 1876 г., вместе с еще достаточно обширными владениями унаследовал и внешнеполитические проблемы, и внутреннюю нестабильность Османской империи. Именно они стали главным фактором окончательного оформления официальной государственной доктрины панисламизма, пришедшего на смену османизму. 

In the article the official state doctrine of Ottoman Empire is considered. Sultan Abdul Hamid II, who came to power in 1876, together with quite extensive possessions inherited problems in foreign policy issues, and the internal instability of the Ottoman Empire. They were the main factor in the finalization of the official state doctrine of Islamism that replaced the Ottomanism doctrine.
